作为一款经典系列的续集，《Civilization IV》在继承前作优点的同时也有很多创新。不断丰富的元素是保持游戏活力的关键所在。
相对来说，《Civilization IV》最大的地图比《Civilization III》略小，不过地图的信息含量以及内容都会丰富许多。游戏有多种速度，普通模式速度与前作相同，还有快速和史诗游戏速度，具有更快的速度或者更长的长度。
《Civilization IV》得科技树完全重新设计，不再有必须完成的固定时代。城市和其它建筑的升级方式也进行了整合，一些用处不大的建筑被取消，加入了新建筑。本作会有28种奇迹，还有一些小型奇迹。所有主要建筑建成后都有一段实时影片播放。
游戏中不同国家当然有所区别，但同一国家不同领袖的性格业会对文明的特征造成巨大影响。以法国为例，拿破仑和路易十四掌管下的法国就有很大不同。每个文明会有各自的单位。除了一直都有的英国、法国、德国、西班牙、罗马、俄罗斯外，还有阿拉伯、中国、日本，乃至阿芝台克等古文明。游戏中总共会有18个势力可以选择。
与原作不同，现在各个单位不再有单独的攻击和防御值，而是采用了单一的力量评级。游戏中也有多数即时战略游戏里强调的兵种相克。战斗胜利后各个单位会获得经验值，积累经验值升级后会得到特殊能力。每个小兵可以有三个档次、数个等级的提升余地，这也使得如何保存经验丰富的战士成为玩家的首要任务。
政府系统也有了很大变化，不再只有一组普通政府可以选择。玩家可以选择5大类的总共25种公民，根据公民的信仰等特征制定相应的政府结构。 说到公民，其中的佼佼者“伟人”是全新的设定。这些伟人的名字耳熟能详：莎士比亚、达芬奇、马可波罗、居里夫人、巴赫等。每位伟人都有特定的能力，可以立即为你研发一项新的科技。预言家可以发展你宗教信仰，产生神父；艺术家可以使你学会文学；而企业家则可能会让你拥有银行。每位伟人都可以在城市里居住一段时间，从而根据其不同的能力持续推动城市的发展。最终所有的伟人都可以用来使你的文明进入鼎盛的黄金时期，但是想要进入下一次的黄金时期就需要更多的伟人。
与伟人对应，宗教也被引入了游戏。你能研究7种不同的宗教，包括基督教、佛教、印度教和道教等。每种宗教都有自己的优点，你还可以让传教士去别的城市和国家宣传。这意味着你可以把自己的宗教传播到邻国，如果你跟他们和睦相处的话。你也能通过它在城市中步下眼线，如果你控制了某种宗教的圣地，你就能在世界上所有信奉这一宗教的城市拥有眼线。
另外，本作将会非常适合MOD爱好者，你可以随时调出世界编辑器界面，改变地图样貌，通过在界面上简单的点击添加各种元素。所有人都可以编辑XML数据文件，添加新单位、公民以及技术。编程水平高的玩家可以添加各种事件代码，甚至可以编辑自己的动态链接库。
